The definition of a "red state" vs a "blue state" is in many cases a variance of a few percentage points of popular vote. Targeting a "red state" would in many cases kill nearly an equal number of "blue people". The so called blue state of California may have close to 10 million conservatives. In addition there are more "red" states than blue states so that skews the analysis as well. For these reasons I am not sold on this "targeting" speculation at this time.
